Important document on the history of the Papen Cabinet (Cabinet of the Barons), the penultimate cabinet of the Weimar Republic.
The v. Papen cabinet, a presidential cabinet, was the government of the German Reich during the Weimar Republic from 1 June 1932 to 3 December 1932. Contemporaries mockingly referred to the cabinet, which was headed by the nobleman Franz von Papen as Reich Chancellor and almost exclusively comprised non-party ministers of noble descent or with an academic background, as the cabinet of the barons.
The Papen cabinet was formed on the initiative of Kurt von Schleicher, who was active in the background and who had also selected Papen. Apart from the non-party members, only the German Nationals were represented in the government, to which they contributed three ministers. Most members of the government were practically unknown to the general public at the time of their appointment. Even conservatives only saw the government as a temporary solution.
The presidential cabinet only lasted six months. The reason for this was that it did not find a majority in the Reichstag and, according to Schleicher's plan Ott, Reich President Paul von Hindenburg considered a breach of the constitution by ignoring a vote of no confidence by the Reichstag or a coup d'état too dangerous. It was eventually replaced by the Schleicher cabinet.
To my knowledge, the certificate of appointment of a German foreign minister has never before been offered at auction.
